As the United States produces more natural gas, increasingly, it is being exported to Asia, Europe and other places. Beard, head of the Port Arthur Community Action Network, says Black and brown communities like Port Arthur are having to bear much of the risk posed by facilities like these, from explosion to impact on air quality.
