JANESVILLE - A Beloit man was charged with a felony operating while intoxicated (OWI) offense after he reportedly was observed to be intoxicated in a bank drive-through lane in Beloit on Jan. 24, according to a Rock County Circuit Court criminal complaint.

Barry S. Kiser, 54, is charged with OWI - fifth offense. Employees at a bank in the 400 block of Broad Street told police that Kiser was taking a long time to exit the bank's drive-through, was slurring his words and "could barely fill out a deposit slip," the complaint said.

Officers made contact with Kiser at his home and took him into custody. An OWI is a felony in Wisconsin upon the fourth offense.
