BELOIT — When School District of Beloit board members used alternative email accounts to discuss contentious situations related to their official government roles, they were stretching the spirit, if not the letter, of Wisconsin’s Public Records Law.

BELOIT — When School District of Beloit Board President Shannon Scharmer met privately, one after the other, with each school board member to discuss her falsification of a document and what she thought were inappropriate texts from former Superintendent Steve McNeal, it could have constituted what is known as a “walking quorum” — a violation of state open meetings law.
