CLINTON - Clinton School District's proposed $9.63 million referendum aimed at upgrading its schools' facilities, failed by only 31 votes Tuesday night.

The referendum, which included security, classroom space and maintenance systems improvements, failed 1,424 to 1,393.

In a statement, district officials said, “We appreciate the consideration of the referendum question by our voting public. These are not easy decisions in this economic climate. We will work with the Board of Education to review the results, understand the issues that may have prevented voters from endorsing the referendum at this time, and discuss next steps as we continue to meet the needs of our children.

We would like to thank the facilities committee for the outstanding work they did in analyzing needs, seeking information, staying vigilant in cost control issues, and informing our Board of Education and public regarding concerns and solutions,” the statement concluded.

The Village of Clinton's Wards 1-3 had the highest voter turnout and was one of three municipalities to favor the referendum with a 462 to 459 vote in favor of it. The Town of Turtle's Wards 2-3 voted in favor of the referendum 402 to 348. City of Beloit's Ward 24, the only city ward to vote for the referendum, also voted yes with a 7 to 0 vote. The majority in the towns of Bradford, Clinton, La Prairie and Turtle's wards 1-4 all voted against the referendum.

If the referendum had passed, two-thirds of the it would have covered projects at the elementary school, including the installation of a geothermal heating and cooling system, building a structure for new offices and adding a new wing to the school, which would have housed the art, music and physical education departments.

The referendum also would have included a renovated heating system at the middle school and energy-efficient upgrades to lighting and plumbing. At all three schools, new doors would have been installed near the administrative offices, which would have required all students and visitors to enter through the doors as a security measure.
