‘Just victims, broken bones'

I'm willing to concede that graffiti is a problem in Beloit. But why is there zero tolerance for graffiti and a lower limit to thefts from vehicles before they are reported? Why is there a ten-day notice to clean up graffiti, yet sidewalks can go weeks without being shoveled or cleared of ice? Remember when they told us that efforts to force people to take care of their properties meant for safer communities? Trash in front lawns invariably leads to gang violence, but apparently ice on sidewalks leads only to victims with broken bones.

On the way to a neighborhood store, my dad slipped and fell on ice on a sidewalk owned by a business. This business has complaints against it, but no action seems to be taken. Children from a nearby school walk on this sidewalk! Obviously the danger is real, but apparently, an easily-rolled over victim who must repair damage or pay steep fines is not readily available. Does that mean we only concentrate on crime where we can easily identify someone to blame?
