Mexican consul draws big crowd

While the Stateline Literacy Council didn't open its doors until 9 a.m. for services provided by the Consulate General of Mexico, people already began lining up outside at 6 a.m. Friday.

By 9:30 a.m., well over 100 people had made it inside to fill out paperwork, with others waiting in a narrow hallway and about 60 people still bearing the cold outdoors.

The Mexican consulate will be at the Literacy Council in Beloit through Sunday, offering services such as Mexican IDs, or matricula consular, and passports from 9 a.m. to 2 p.m. each day.

Neddy Astudillo, pastor for the Latino Ministry Espiritu de Esperanza and member of the Literacy Council board, said the consulate normally spends four days in each city and sees hundreds to thousands of people during that time.


The Literacy Council decided to host the Mexican consulate about a week ago when another city on the nine-month tour canceled, said Linda Ward, executive director of the Literacy Council.

“We've probably had 300 to 400 people come through today, and we expect even more tomorrow,” Ward said Friday afternoon. “It's a great need and a great service, and I'm glad we were able to host it.”

Julio Huerta, a consul with the Chicago-based Mexican consulate, said most of the people there Friday morning were interested in obtaining an identification card, because it is the most commonly used document.

“It's accepted as a valid ID in some states, like Illinois and Indiana, and at some banks,” Huerta said. “It shows that a person is a Mexican national, but it doesn't imply if a person is a legal resident of the U.S. or not.”

The passport is also a frequent request for travelers. It allows Mexicans to travel not only to Mexico but to virtually any country, Huerta said.

Lino Quiononez, of Beloit, was waiting outside Friday morning to get both a passport and matricula consular. When asked if he was seeking legal residency in the U.S., Quiononez said he's lived in Beloit for about 15 years and calls it his “hometown.” He and his wife need passports to travel to Mexico to visit family and friends.

Huerta said he doesn't know how many of the people seeking their services are in the U.S. illegally.

“It's not an issue for us because what we're doing is providing proof that someone is a Mexican living abroad. I don't ask if they're here legally because I don't need to,” Huerta said.

Claudia Fuchs, who came to renew her passport to go to Mexico for Christmas, said she's been a legal U.S. resident for about three years but doesn't know if U.S. citizenship is something she wants to pursue.

“That's a difficult question,” Fuchs said. “To become a U.S. citizen I have to give up my Mexican nationality and I'm not sure if I want to do that yet.”

Rafael and Lucila Zamora, U.S. citizens who have lived in Beloit for the past 20 years, were there to see about obtaining dual citizenship.

According to Huerta, “Many people seek dual citizenship so they can have the rights of a Mexican in Mexico and the rights of an American in the U.S.”

While the Mexican consulate in Chicago provides this service, Huerta said it will not be available in Beloit this weekend. Consuls are able to advise people who are seeking dual citizenship, though.

Astudillo said while many who came to obtain documents live in Beloit, there were also quite a few people from the Janesville, Delavan and even Milwaukee areas.

Although this is the first year these services have been offered in Beloit, judging by Friday's turnout Astudillo said it is something the Literacy Council wants to offer to Latino residents in the future.

“The Mexican consulate tries to be in every town they stop in at least once a year, and we're hoping they'll be back here next spring,” Astudillo said. “We're already talking about it.”

Ward added that it is a helpful service to many of their students. The Stateline Literacy Council offers six free classes a day, Monday through Thursday, to help students improve their English speaking, reading and writing skills. There is also a computer lab and one-on-one tutoring available.

In conclusion, the disgusting anti-American Senate bill gets passed, we will be supporting between 66 to 100 million more immigrants within 20 years. In addition, the estimate for this so called comprehensive immigration travesty is estimated to cost the taxpayers approximately 90 billion dollars a year. Oh Yes! Have you taken them into your home, purchased groceries, a vehicle or clothing, paying rent or utilities or other assistance? You can do all you want with your own money. Until that happens you do not have any standing to demand others do as much or more.You do not have the right to demand others to do it. Why does English have to be taught? In the past when others immigrated legally to this country, they had sponsors who did that for them if they did not learn it before they got here. "

You either have to have a legal/blood relationship with a citizen/resident or be sponsored by an employer. But even that has no guarantees. Oh and it does cost a lot of money. 10 years ago, when I petitioned for my husband, it cost us about $2000.00 and 2 years of interviews and appointments. My brother and sister-in-law were going to be sponsored by an employer. The employer spent over $6000.00 in application and lawyers fees and was then denied. They tried to do it the right way, but the employer ended up paying $1500 to a coyote to bring my brother-in-law to Texas. So my vote is to less up the criteria for application to be a resident and I bet the lines would be longer for that then the lines at the Consulate. "

I guess I always thought when a person became a citizen of the US they pledged their allegiance to the American Flag and the United States. So this statement by Huerta confuses me. While they are taking those classess we are paying someone to watch there kids also. I for one do not agree with that. My grandfather is Mexican...and he didn't teach any of his children spanish. He said you are in America and you speak ENGLISH. I don't feel any non-citizen from any race should be getting WIC or any other state funded program at tax payer expence when they are not a United States Citizen. Things need to change!! "

" You're right, things do need to change. We need to start clearing away the red tape and help these people become citizens instead of using hatred and bigotry to keep them down. They deserve an opportunity at a good life, just like all of us do. Like I said before, why not be part of the solution instead of the problem? Right now, it can take up to six years and thousands upon thousands of dollars to gain citizenship to this country. In addition, getting a work visa is no easy task. These people are coming from the type of poverty you and I will never have to see. This is not just them coming over to take our work. They are escaping poverty to try and feed their kids. As fellow human beings we owe to them to help them. And THAT is what Jesus would do! He wouldn't stand by slinging insults while another human being starved. Christian brotherhood and love, indeed. "
