Mexican consul draws big crowd

By 9:30 a.m., well over 100 people had made it inside to fill out paperwork, with others waiting in a narrow hallway and about 60 people still bearing the cold outdoors.
The Mexican consulate will be at the Literacy Council in Beloit through Sunday, offering services such as Mexican IDs, or matricula consular, and passports from 9 a.m. to 2 p.m. each day.
Neddy Astudillo, pastor for the Latino Ministry Espiritu de Esperanza and member of the Literacy Council board, said the consulate normally spends four days in each city and sees hundreds to thousands of people during that time.
The Literacy Council decided to host the Mexican consulate about a week ago when another city on the nine-month tour canceled, said Linda Ward, executive director of the Literacy Council.
“We've probably had 300 to 400 people come through today, and we expect even more tomorrow,” Ward said Friday afternoon. “It's a great need and a great service, and I'm glad we were able to host it.”
Julio Huerta, a consul with the Chicago-based Mexican consulate, said most of the people there Friday morning were interested in obtaining an identification card, because it is the most commonly used document.
“It's accepted as a valid ID in some states, like Illinois and Indiana, and at some banks,” Huerta said. “It shows that a person is a Mexican national, but it doesn't imply if a person is a legal resident of the U.S. or not.”
The passport is also a frequent request for travelers. It allows Mexicans to travel not only to Mexico but to virtually any country, Huerta said.
Lino Quiononez, of Beloit, was waiting outside Friday morning to get both a passport and matricula consular. When asked if he was seeking legal residency in the U.S., Quiononez said he's lived in Beloit for about 15 years and calls it his “hometown.” He and his wife need passports to travel to Mexico to visit family and friends.
Huerta said he doesn't know how many of the people seeking their services are in the U.S. illegally.
“It's not an issue for us because what we're doing is providing proof that someone is a Mexican living abroad. I don't ask if they're here legally because I don't need to,” Huerta said.
Claudia Fuchs, who came to renew her passport to go to Mexico for Christmas, said she's been a legal U.S. resident for about three years but doesn't know if U.S. citizenship is something she wants to pursue.
“That's a difficult question,” Fuchs said. “To become a U.S. citizen I have to give up my Mexican nationality and I'm not sure if I want to do that yet.”
Rafael and Lucila Zamora, U.S. citizens who have lived in Beloit for the past 20 years, were there to see about obtaining dual citizenship.
According to Huerta, “Many people seek dual citizenship so they can have the rights of a Mexican in Mexico and the rights of an American in the U.S.”
While the Mexican consulate in Chicago provides this service, Huerta said it will not be available in Beloit this weekend. Consuls are able to advise people who are seeking dual citizenship, though.
Astudillo said while many who came to obtain documents live in Beloit, there were also quite a few people from the Janesville, Delavan and even Milwaukee areas.
Although this is the first year these services have been offered in Beloit, judging by Friday's turnout Astudillo said it is something the Literacy Council wants to offer to Latino residents in the future.
“The Mexican consulate tries to be in every town they stop in at least once a year, and we're hoping they'll be back here next spring,” Astudillo said. “We're already talking about it.”
Ward added that it is a helpful service to many of their students. The Stateline Literacy Council offers six free classes a day, Monday through Thursday, to help students improve their English speaking, reading and writing skills. There is also a computer lab and one-on-one tutoring available.
