$1 million to aid development
Neighborhood initiative, road project to benefit from federal funds

Beloit has been awarded $1 million to support two economic development projects in the city.
The federal funds, secured by U.S. Rep. Tammy Baldwin, D-Madison, and U.S. Sen. Herb Kohl, D-Wis., will be used for the Neighborhood Initiative Program and the Inman Parkway extension. Each project will receive $500,000.
“It's very good news,” Beloit City Manager Larry Arft said Friday, adding that Baldwin called him at home to let him know the money had been awarded.
The Fiscal Year 2006 Treasury, Transportation, HUD Appropriations Bill passed Friday in both the Senate and the House.
Arft said the Neighborhood Initiative Program money will be used to reconstruct some streets in initiative neighborhoods. The city also will put in decorative street lighting and make some utility improvements.
Improvements will be made in an older central city neighborhood on the east side and one on the west side.
The recently completed Wisconsin Avenue work is an example of what will be done with the money, Arft said.
The other $500,000 will be used for design and engineering to plan for the eventual extension of Inman Parkway to Shopiere Road.
“This would open up that northeast quadrant for development,” Arft said. “It would provide a shortcut to the highway and it would certainly make it easier to get to the Prairie Avenue commercial district.”
The extension will create opportunity for business development without adding another interstate interchange.
The project has been in the works for some time, but there's no specific timeline for construction yet. Arft said the centerline was plotted about a year ago.
He said the city appreciates the hard work done by Baldwin and Kohl and their respective offices.
“Both worked very hard to get this money for the city and we very much appreciate it,” Arft said.
Last year, Beloit got about $500,000 for Gateway Boulevard work and about $260,000 for Neighborhood Initiative Program work, Arft said.
“I'm delighted to bring more federal funds to these important projects in Beloit,” Baldwin said in a release. “Providing funding that creates jobs and improves the quality of life for people in Beloit is a priority for me.”
According to the release, Baldwin's efforts have already secured more than $6.5 million for Beloit school, hospital and economic development projects.
“These federal funds will improve infrastructure and help promote economic growth and development in Beloit,” Kohl said in the release. “I am proud of the work that Congresswoman Baldwin and I have done to bring these funds to Beloit.”
Baldwin fought for funding in the House of Representatives as did Kohl in the Senate where he is a member of the Appropriations Committee, according to the release.
