Promotions fill in for fire chief

Search for leader continues while town officials eye merger with city
Town of Beloit supervisors plan to promote two firefighters to help with leadership until the future of the department is decided.
Since the departure of Fire Chief Joe Holomy Oct. 29, Dennis Ahrens has served as interim chief of the department. Monday, the board is expected to appoint Wayne Enthoff acting captain and Richard Tippelt acting lieutenant.
"It is to establish a firm chain of command within the department during the transition period," Town Administrator Robert Museus said, adding that they would receive pay increases during the interim period.
The board earlier decided to appoint Ahrens interim chief until a replacement for Holomy is found. At first the discussion was whether to hire internally or externally and then Supervisor Greg Groves suggested exploring the possibility of forming a merger or fire district with the city.
Dr. Richard Barney had approached the town about considering the idea, while acknowledging it would take a lot of work and commitment from both parties.
Barney oversees the paramedic program for the city and the EMS program for the town and sets training requirements. Both programs operate under his medical license. He also is an emergency medical specialist with Beloit Memorial Hospital.
Town Chair Cos Daguanno has since met with Barney to discuss the idea.
"We talked in generalities and laid out some format about how it would have to work," Daguanno said.
Barney provided him with some pamphlets and told him to look them over and see whether or not a cooperative effort would work. Daguanno took the information back to the board.
"We haven't sat down and really discussed it," he said. "We're taking a good look at it. When we have time, after the budget, we'll sit down and take a good look at it."
Daguanno said the conversation was interesting, but that no decisions have been made.
"I think that continued discussion regarding the future of emergency services in the Beloit area are ongoing, but there is no definitive course of action for making anything happen right now," Museus said.
The position of fire chief has not been posted, but Museus said the town is not holding off the hiring process just to look at merger/fire district possibilities.
"Currently the Town of Beloit fully intends to appoint a permanent fire chief," Museus said. "The exact process for doing so remains to be determined by the town."
Instead, Museus said he believed the board is trying to "clarify in their own minds" how they want to find the permanent chief; internally or with a national search.
"They have yet to make a determination as to how they want to proceed with that," Museus said.
